what does it mean when a man of interest tells a single mom he loves her kids?

A man that I am attracted to tells me time and time again he loves my kids. We see him at church and he will hug me or stand very close, sometimes he seems nervous, it's cute really. When he tells me he love my kids, does he really mean that he is interested in me? I don't want to seem too forward (and he never asks me out) but I would like to go out with him.
