what is the name of the Pokemon character which is black and yellow?

OK it is yellow with black bands round its wrists and ankles and one running vertically down its tummy. Red eyes and has these two black things coming out its back, one on each side, sort of like vines or spaghetti with red tips. It has two tentacles coming out its head too, like a snail I suppose.
Please help
