when i turn on the wireless signal on my laptop, i can connect to "NetGear" and...

...get Internet for free? What is NetGear?, and is it always there for me to use for free??

it is just the name of someone else's wireless internet. the reason you can use it is because this person hasn't put a lock on it.
And NO it will not always be there... unless that person never locks their internet...

technically stealing, but we have all done it before

NetGear is the default name of a Netgear wireless router that's broadcast. People can set it to whatever they want but that's the default. You're able to connect to it because the owner of this wireless network who lives nearby hasn't secured it with a password. You can tag along on it until the owner figures it out and locks down his network from being "stolen". If you are caught using it, he can sue you so be careful.

No. If your getting it for free. Your lucky. Getting wireless internet for free is usually to good to be true. Netgear might be providing it. But if your not a subscriber and they catch you using it, you can get into some trouble.
