Where on the PC do I go to access a cell phone hooked up by a USB data cable?

I installed the driver software for my boyfriends cell phone, using a USB data cable. Usually, I would either see an "automatic" message, asking how I wanted to open the folder for it. Or I would go to "My Computer" & I'd see a "removeable device" & could click on it, in order to add things to the cell phone. But in this case, no automatic message pops up & when I go to "My Computer", there is no "removeable device" showing. When I search to see if the data cable is installed, I can find the folder w/all of the applications, etc in it. It says it was successfully installed. I'm trying to add ringtones to the phone, using the USB cable. But I can't find the folder to drag the ringtones to. I've never had this happen before, especially when it appears that everything is installed correctly. How can I get to the folder for the cell phone, when I plug the USB cable in, since it's not automatically trying to open & it's not showing under "My Computer"? (Also, you can hear it, when I plug the USB cable in. The cell phone lights up & you can hear the "ding" sound on the PC, that it's been plugged in.)
