Will my brother downloading or uploading torrent files on the same network...

...slow my downloads down? I have a better computer than my brother but he is getting downloads of 40kb/s plus and I'm downloading at poor speeds maxing out at 3kb/s.

It's nothing to do with the seeds and peers either because there are currently 32 connected seeds and 16 connected peers. We have a 56MB/s internet connection.

Why are my downloads so slow? Is it because he's downloading stuff at high speeds on his computer?
 
yes it will because you are both using up your internet bandwith, so it will slow your internet down as it is shared.
