Will Windows7 Starter on a netbook play DVDs from an external DVD burner?

I am told that Windows7 Starter that comes on some netbooks does not have Windows Media Center and therefore will not play DVDs.

It would seem that DVDs could be played from an external DVD or other external storage device with RealPlayer.

What are the other considerations for videos viewed on such a netbook? Will the lack of WinMediaCenter interfere with other video types, such as Youtube?
