I am looking for a starter road bike and i was wondering if this would fit my height and weight? I am 6'3 285 and this is the bike im looking into

Straddle the top-tube of your prospective bicycle. There should be two inches between the tube and your crotch.
 
That bike is a very bad choice, it wont last long. I had one two weeks before the cassette broke and I couldn't stop it from jumping the smallest gear on the rear under load. That bike will weigh at least 30 lbs and will never hold your weight.
