1999 Saturn making odd sound underneath?

my 1999 saturn is making a strange sound underneath. once i get up to around 40mph, it sounds like a helicopter in the distance (that's the only way to describe it). if i have the radio on i don't hear it, it's when it's quiet, i hear it. another way to describe the sound would be that it sounds like a fan. i just had it to the mechanic (to have the noise checked) and i needed a new water pump, but the noise is still there. apparently they said they didn't hear anything. i drive my car all the time and i don't recall ever hearing this noise before!
 
Actually it just sounds like a loose under body flap. There are sheets that are tacked into place with a plastic rivet or screw. The wind seems to be pulling on one of those. They might also be around your wheel wells. This one might be coming from under the car. You might want to check for loosening plastic by the front and rear bumper ok?...
Since there is no vibration your dealing w/ than i don't see why it would be your differential.
