Christians: Does God care more about Good Intention or Good Action?

I define "Good Thought" in these examples as - having intentions that are in line with the teachings of the Bible, and Jesus Christ

I define "Good Action" in these examples as - committing to actions and speech that are in line with the teachings of the Bible, and Jesus Christ.

So here's the hypothetical.
Person A commits to Good Action (giving to the poor, homes to the homeless, funding research that cures diseases, spreading the word of Jesus Christ, etc), but on the inside doesn't care about anyone but himself, hates everybody but himself, on the inside gets pleasure from seeing others in pain (even as he's helping them escape pain), and can care less about God and Jesus. He's doing it because he doesn't want to go to Hell, and wants to go to Heaven.

Person B commits to Good Thought. Everything he attempts to do is due to Good Thought and his love for Jesus. However, everything he does accidentally makes the world a worse place for his fellow man. He has accidentally killed people, introduced new diseases, turned people off to Christianity, in an attempt to help his fellow man has hurt them, starved them, and divided them, and has said blasphemies against God without even knowing it. He has even committed sins without knowing it! He has oppressed people and funneled money into what he thought was a research company to cure diseases, but was actually a corporation that financed genocide in Africa.

So they both die, and Judgement Day comes. Before God is a man who has in sum made the world a better place for his fellow man, and followed Jesus teachings to the T, saving lives and giving of himself, and did everything he was supposed to do. However his thoughts and intentions were not with God at all. The other man has in sum made the world a horrible place for his fellow man, committing sin after sin in his actions and words. However, his thoughts were always consistently pure, with the intention to do as Jesus' wanted him to. He was either too unlucky or stupid to do Good Action.

So who has more a chance into getting into heaven?
 
None of them have any chance of going to heaven, they'll just be dead. End of story. People don't go to heaven any more than spiders or tapeworm do, there's no such place.
