do colleges recruit football players at school that are bad?

I was just wondering if they only go for schools with good records. Seems like no matter where I go every school that I live by has a crappy record. This is only my freshman year but I had to switch schools and the school has a 2-6 record. So do you have to go to a good school to get recruited?
