If the DVD shop only sells DVD's then that would be risky. You'd have to be sure the need is there in the market and where your deciding to open this shop.
If your DVD shop sells other goods and offers other services, like making custom CD's or DVD's or some service people are likely to invest in, then I'd say yes.
I can get any movie I want for 5 bucks and the only time i buy a DVD is if i really like the movie and want it on blueray. In the age of internet and illicit downloading, your faced with steep competition.
