Of course not! That Jone's Act is obsolete!!! EVERY ship that enters our waters has foreign crew men onboard! If the Jones Act WAS affective now, we would have hundreds of ships weighing anchor out to sea, waiting for American crews to bring them into port!!! Time is of the essense when it comes to delivering cargo. Foreign vessals would avoid us like the plague if they had to take a number and wait their turn!! That doesn't make any sense at all!!!
If these generous people want to help us, what difference does it make what country they are from!? WE give aid to foreigners in their own land, and I don't see THEM refusing our help!

No, the Jones Act does not forbid foreign shipping. It only protects U.S. merchant seamen and their jobs and benefits. The Act only regulates the shipping industry within U.S. territorial waters and does not ban any foreign vessels or crews.
