Does the second generation iPod touch get multitasking, folders, and home screen

wallpaper with IOS 4software? I downloaded the new update but I only found a few new features but I didn't find multitasking, folders, or home screen wall paper

The secound generation iPod Touch does not get multitasking. It will get folders and the homescreen wallpaper changing though.
