Good I phone apps that a 3 year old can learn first words?

She knows how to sound out words (small ones). Can you recommend any good apps that would help her?

She needs to be evaluated for a learning disability. Children should be saying words around 1-2, not 3. Also it is the parents responsibility to teach their children, not some phone. Maybe this is why she is behind.
