Headlight turning off on Honda Accord 1993?

The headlights will turn off for no reason and then come back on a few seconds later. Also, when I turn them on initially, I have to wait about 5 seconds for them to flick on when before they would turn on instantly. Any ideas? Is it a short or something else?

make sure you have the right fuse for the headlights.
