i have a video that i need to be able to run on someone else's DVD player.

You will need DVD authoring software so that the video can be converted and burned in the proper format. Also, you will want the proper media. Not every DVD player supports every kind of media, but typically the DVD+R is the most compatible. If you are using Windows 7 then the operating system includes software that you can use called Windows DVD Maker.

This software may also be available for Vista, but I am not sure yet.
