If washington dc is made for government, not residency, how come people live there?

I mean i always thought the voting thing balanced out because of living in the nations capital, a fine priviledge, but why do people live there? they shouldnt be allowed,it is strictly for government!

why do they?
 
Any city is going to have some permanent residents, but those of the District do so knowing full well that they will not have full representation. They made that CHOICE when they settled there.
 
after talking to my congressman I'm convinced that they give you a shot of stupid when you enter the city. why anyone would want to live there is beyond me.
 
where would the people that work for the goverment live? but i dont think that fact is true
