In upstate new york right now (mid winter) how thick is the frost line?

I need to bury an electrical conduit (3" diameter) down 18" to the top of the conduit. I know the ground freezes but was curious how thick I can expect it to be frozen?

Im waaaaaaaaay over budget so I need to get this trenching done by myself. I know a shovel and pic are out of the question now during mid winter, but would a ditchwitch work this time of year or would I have to rent a mini excavator?
