is blue ray dvd a free region?

I haven't try to watch a blu ray dvd on my ps3 from japan i just wanna know if it's a free region.
 
There is no Blu-ray dvd. Blu-ray is Blu-ray, DVD is DVD.
Blu-ray has region codes in the same manner DVD does but unlike DVD there are only 3 regions. Region 1 includes all of the Americas, Southeast and East Asia, excluding China and Mongolia. So a US Blu-ray disc should play in a PS3 intended for Japan.
It's not region free by default.
Many movie companies have decided to release their titles region free, Paramount and Universal for example.
