Is Internet Explorer free on my blackjack 2 if I have a wireless router in my home?

I was just wondering if it was going to cost me if I went on internet explorer without a data plan.
 
If you have a wireless router then turn on the wifi on your blackjack (if the blackjack has wifi.) Though if you get on the internet without being connected to wifi and not having a data plan, yes you will be charged for each megabyte on that site.
