Is my cell phone charger using a lot of electricity?

My room mates have been getting at me for charging my cell phone all night when that's the only time I ever charge it. They say that my cell phone charger uses just as much, maybe even more, than their portable room heater that they plug in. How can I find out if this is true or not?

If it helps, the input is 100-240 VAC; 50-60 Hz; 0.15A. The output is 5.0V_ _ _ 0.7 A.
