Is there Windows 7 software that can convert a PAL formatted DVD into a NTSC

formatted one? I want to get a copy of Horrible Histories from Amazon.com UK and I want to be able to watch it here in the US. I have software that can play any DVD Region out there (AnyDVD) but I'm concerned about the fact that it's PAL Formatted and not NTSC.

Is there any software that can convert this, or what is suggested to be able to play the PAL formatted disk?
 
in theory all DVDS are digital not pal or ntsc and it's the player that outputs the pal or ntsc signal so any dvd can play on any player (in theory) region limits permitting
