Long question about fitness and diet!?

I'm a pretty skinny guy, but I have a little extra body fat around my pecs and abs. I'm trying to build muscle all over but I also want to get rid of this extra body fat. I've been restricting calories quite a bit lately but someone told me I need to be eating a lot more calories. Like 2700 a day! Is this smart or would that just add to my body fat? I work out a lot already, so any tips to get rid of this? I really want to put on a lot of muscle too. Thank you!
