My husband bought a car from a inpound lot and the title was signed wrong? HELP?

The guys name on the title was signed backwards. The place he bought it from, the boss wasnt suppose to know that one of the workers sold him the title on the side. So we cant go back there. I need help. i called the department of revenue in our state and thats what they told me to do. But we dont want to get that guy in trouble. and we have looked for the prev.owner. We were told he didnt live in our state anymore, but i think i found him. What should i do. Thanks!
