Question about travel agents and cruise line?

This is my first vacation I will be planning, and I was wondering if I were to book with a travel agent do they usually require payment in full? Also, I was wondering the same with the cruise lines do they need paid in full? I would like to be able to make a down payment and then have it paid so many days b4 the trip, I live near Pittsburgh, PA if any one could recommend a good agent. Thanks in advance!
