I have read in some forums that some people said they cannot dial up if they do not pay for the next month service fee first, but somehow now they can always dial up and have pretty good internet speed too, they do not receive any bills/notice or pay for it at all. If that is true, could it be those people hack something or the service provider have problem managing their service? I wonder how internet service provider manage their service, they should be able to detect if there are people doing that, right? Can someone explain what is the possible cause or reason?
