Totally free reverse phone number look-up to show who called me?

Some dude called my mom's phone looking for me, and we don't have any idea who it is. Apparently, he sounded drunk, and since I'm only 15, well... That can't be any of my friends.
SO, is there any site where I can put a phone number and find out whose phone it is for free?

Also, I tried calling the guy back, and they answered.. it sounded like a TV at first, and then silence.

there is a mr.number app that tells you someones name when they call, so i would download the app call the drunk guy's number, hang up & wait until he calls back to see what name comes up on the phone. (kinda silly, i know!)
