What does it mean when you see two black SUVs with tinted windows driving?

I saw two black SUVs, same make, model, etc, driving in my suburb of Dallas. Doesn't this mean there is someone important in there? There were police cars all around just parked in random places. Is there some significance? I don't see why someone this important that they would need this kind of protection, would be here.
 
My guess would be the Secret Service or F.B.I. in the black SUV's```````````````````````````````````````````````````````````````
