Why does Carnival Cruise Lines have such a strict age policy?

I wanted to go on a cruise with my girl friend this coming January. We both recently turned 20 and thought it'd make for a fun vacation after we came across some rates for Carnival Cruises because they're so affordable. The only thing is that we were informed of the age policies that restrict passengers under the age of 21 without a 25 year old chaperon? What kind of crap is that? We also read about the marriage policy, but we aren't rushing into our marriage to take a cruise. We have no intention of consuming alcohol on board (or anywhere else for that matter) and I can't imagine why it is imperative that you be 21 years or older to travel alone on a carnival cruise line. You would think if anything their age limit would be like Disney's (18 and over) because of their discounted prices making it so affordable for younger adults not looking to spend a lot of money. So I was just wondering if any travel agent, or individual involved in the cruise line business could enlighten me and make me aware of the reasoning behind this age policy. I would really appreciate knowing why an adult such as myself is prohibited from taking a discounted cruise without a 25 year old adult. Now I am unable to make reservations for any kind of affordable cruise at the age of 20 which is really quite frustrating and disappointing.
