Are blue ray dvd players compatible with tvs that ARENT high def tvs??

Provided the BD Player has a composite video output, sure, but why would you want to? If you've got a SD TV, why not just use a much cheaper DVD player?

Yes you can use them but it kind of defeats the purpose of a blu-ray player, and you won't see ANY picture difference between these and a normal DVD player on a non HD tv.
