Cannot play DVD in Windows Vista and DVD player?

I copied some of the videos from my Sony camcorder into a DVD-R. I also burned the file. I can easily open and view the video in the computer where I copied it (it is a Dell computer, new model). But when I try to open it in my other computer (Windows Vista) and my DVD player, it does not open. What is the problem?
If coding-decoding is the problem, how does it work? Do I do it before I copy the videos into the DVD-R or after I copy them into it? I ask this because I don't know where to download the codec software (if the problem is related to it), in my Dell computer where the video is burned (and where it easily opens) or in my Windows Vista laptop when the video cannot be opened?
I downloaded VLC media player (don't know if it is a codec) and my computer (Dell) already has a Roxio software (which I think is for codec function).

By the way, can the same problem persist if I used a DVD-RW?
