Is it a scam if a car's picture on craiglist is taken at some parking lot?

Maybe, maybe not.
Craiglist has a list of things to look out for when looking for cars.
 
Maybe, make sure that you go to a home if you want to buy, or better yet go to the title agency with seller before money changes hands.

But if the car is in another city and you are unable to actually see it in person, test drive it and have a mechanic check it out before agreeing to buy it, then you know it's a scam

Craigslist is only for face to face transactions and as they say on every car page "Offers to ship vehicles are 100% fraudulent"
 
Maybe, if there are pictures of the interior then it's most likely owned by the seller. But if it's just some nappy pictures in a parking lot it might be a scam.

However, if you are in Alaska in the dead of winter and the ad shows palm trees, its probably a scam.
