why isn't my ipod showing wallpapers on home screen after ios 4 upgrade?

i just added ios4 upgrade on my ipod touch and it is supposed to let you set wallpapers for your home screen but mine is not, why is this, i have the newest ipod touch so i know it is capatible, what do i need to do
